The Telangana Government introduced the Telangana Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 2018 to ensure fair reservation for local candidates in government jobs. This policy helps candidates from different districts get employment opportunities within their respective regions.
As per GO Ms No. 124 issued by the General Administration (SPFMC) Department on 30-08-2018, Telangana has been divided into two Multi-Zones and seven Zones for recruitment purposes in various government departments.

Telangana Multi Zones and Districts
Telangana is divided into Multi Zone I and Multi Zone II, which include different zones and districts.
Multi Zone I
Zone I – Kaleshwaram

Local Candidate Reservation Rules
Candidates applying for Telangana government jobs must prove their local status to claim reservation benefits.
To be considered a local candidate, applicants must submit:
Study Certificates
Candidates must provide study certificates from Class 1 to Class 7 issued by:
- Government schools
or - Government recognized schools
These certificates confirm the candidate’s educational history in a particular district or zone.
Residence Certificate Requirement
If a candidate did not study in any government or recognized school during the 7-year period, they must submit a:
Residence Certificate
This certificate must be issued by the Tahsildar of the concerned Mandal to confirm the candidate’s residence during that time.
This document helps authorities determine the candidate’s local status for reservation purposes.
